Give a voucher for the amount you intended to spend on the gift.
If the amount is large, you can divide it into several vouchers. And if the tattoo costs more, the gifted person will pay the difference themselves.
Make a surprise without a voucher.
Our guests often do this, and the effect is even more interesting than with vouchers! Look: on birthday, you tell the birthday person that you have a surprise for them. Earlier you arrange a visit to the studio for consultation with tattoo artist. You take the birthday person to consultation without revealing where you're going. Upon arrival, you present the fact – here's my gift for you – a tattoo. They talk with the tattoo artist about the idea, and the price is arranged with you. You pay, and the birthday person comes for the tattoo session you paid for.
You can also try to find out what tattoo the birthday person would like, and then pass this information to the tattoo studio manager – you'll be preliminarily informed about costs. But then the gifted person might guess what you're planning.
